New leadership plan benefits LCC students

Instruction and student services at Laredo Community College are receiving a boost with the restructuring of the college’s leadership team.

Under the new leadership plan, several vacant positions were eliminated to create the new positions of executive vice president, associate vice president for instruction and associate vice president for institutional effectiveness and student development, noted LCC President Dr. Ramon H. Dovalina.

“Heading the three new positions are longtime college administrators who will bring a wealth of experience to advance the mission and goals of Laredo Community College,” Dovalina said.

The executive vice president reports to the college president, while the two associate vice presidents fall under the executive vice president.

EXECUTIVE VICE PRESIDENT

Dr. Juan L. Maldonado has been promoted to the position of executive vice president after serving a decade in two previous executive-level positions at LCC, including vice-president for student development and human resources from 1996 to 1998 and vice-president for instruction and student development from 1998 to 2006.

In his new role, Maldonado leads in planning, developing and administering instructional and student support programs and policies.

He also provides leadership, development and evaluation of faculty and student development staff, as well as coordinates and manages the areas of instruction and instructional support.  Maldonado reports directly to the college president.

The Laredo native holds a Ph.D. from Texas Woman’s University in Denton, and an M.Ed. in student and personal services, minor in sociology, and a bachelor’s degree from the University of North Texas in Denton.

Prior to his tenure at LCC, Maldonado served Tarrant County College in Fort Worth for 21 years.

From 1975 to 1996, Maldonado held various positions at TCC, including chairperson of the business and sciences division, counselor/coordinator of special services, coordinator of the behavioral sciences department and professor of psychology.

Maldonado also was a community social worker for the Mexican American College Education Fund from 1973 to 1975.

INSTRUCTION

Dr. Nora R. Garza has been promoted to the new post of associate vice president for instruction after serving as the dean of arts and sciences for a decade from 1996 to 2006.

Garza will be responsible for the advancement of the college’s instructional programs and policies, including LCC South, and the divisions of Arts and Sciences, Community Education, Health Sciences and Workforce Education.

Garza attended the University of Texas at Austin where she earned a Ph.D. in educational administration and a masters in curriculum and instruction.  She also holds a bachelor’s degree in education/sociology from Our Lady of the Lake College.

Dr. Garza has been a member of the LCC family for almost 30 years, beginning as a reading instructor from 1977 to 1993 and then as the chair of the reading department from 1993 to 1996 before assuming the role of dean of arts and sciences.

INSTITUTIONAL EFFECTIVENESS AND STUDENT DEVELOPMENT

Eleazar Gonzalez is the new associate vice president for institutional effectiveness and student development after serving as director of research and planning at the college for 21 years.

In his new capacity as associate vice president,  Gonzalez will oversee the college’s student support programs and policies, which includes the divisions of enrollment management and student development, as well as the institutional effectiveness processes at LCC in accordance to Southern Association of Colleges and Schools criteria.

Gonzalez holds an MBA from Laredo State University and a BBA from Texas A&I at Laredo.

A member of the LCC family since 1975, Gonzalez began as an English/Spanish lab assistant coordinating bilingual/bicultural studies for two years before becoming a statistical manager in the office of management and planning systems from 1977 to 1979.

From 1979 to 1981, Gonzalez served as the Title III coordinator/director of management and planning systems, followed by the position of director of institutional research and computer services from 1981 to 1985.

In 1985, Gonzalez was named director of institutional research and planning until 2004 when his title changed to director of institutional effectiveness- research and planning.  Additionally, he has been an adjunct instructor of computer technology, economics and applied business at LCC since 1985.

OTHER REASSIGNMENTS

The reorganization plan of LCC’s leadership team has led to other reassignments within LCC’s administration.

Richard Renner, a longtime chair of the Science Department and instructor, replaces Dr. Garza as the new dean of arts and sciences.

Subsequently, science instructor Dr. Fernando Prince is the new chairperson of the Science Department.

Also, Maria Luisa Ramirez, formerly a research programmer/analyst, replaces Gonzalez as the new director of research and planning.

Additionally, LCC’s expansion into a two-campus college district has led to the creation of a new department for Building Trades.  Emery Deem, a longtime instructor of heating/air conditioning/refrigeration, will oversee this department consisting of the programs in heating/AC/refrigeration, carpentry, electrical technology and welding.

LCC was created as Laredo Junior College on Sept. 28, 1946, by the voting citizens of the Independent School District of Laredo.  The name of the college was changed to Laredo Community College in August of 1993.  The district expanded to include two campuses in the spring of 2004.  Both campuses serve a three-county area composed of Webb, Jim Hogg and Zapata counties.
