Policy

STATEMENT OF MISSION AND PHILOSOPHY

Laredo Community College is a comprehensive community college committed to providing educational services that meet the needs of the community, its citizens, and its service area. As a border community college, we respond to changes--both national and international-- in the technological, industrial, and educational environments.

Our philosophy is that education enhances the individual's opportunity for full participation in society. Therefore, we strive to ensure that all citizens have the opportunity to educate themselves to the full extent of their abilities and needs. Consequently, we are committed to an open-door policy which ensures opportunities for all types of students.

Laredo Community College seeks to implement its educational philosophy by offering occupational programs, transfer curricula, adult continuing education, developmental education, student developmental services, and community services.

Policy

INSTITUTIONAL GOALS

A. Mission

To state clearly and review periodically the mission and goals of the College.

B. Planning & Evaluation

To provide and document comprehensive research, planning, and information services that support continuous evaluation and revision of every facet of college operations.

C. Educational Program

To provide an open door admission policy with a comprehensive curriculum made up of a broad range of certificate and degree programs based on the occupational and educational needs of the residents of the service area of the Laredo Community College District.

D. Educational Support Services

To provide comprehensive student support services to facilitate student growth and to enhance student success in the academic, social, and economic community.

E. Faculty & College Community

To hire, through fair employment practices, a qualified faculty and staff to accomplish the mission of the institution.

F. Administrative Processes

To practice effective decision-making and encourage broad participation in campus governance in an environment of mutual trust and respect.

G. Financial Resources

To provide effective and efficient administrative management of fiscal resources while maintaining full fiscal accountability and keeping expenditures within available revenues.

H. Physical Resources

To build and maintain facilities and grounds that functionally and aesthetically meet institutional needs and create a physical environment conducive to learning.

I. Student Development

To provide the resources by which students can acquire basic knowledge and skills necessary to be self-learners and effective problem-solvers.

J. Community and Culture

To enrich the lives of students and community residents by offering cultural programs, short courses, workshops, literacy education, and other educational events of interest to them.

Policy

STATEMENT OF ETHICS

It is the policy of the Laredo Community College District to apply the highest ethical standards to all members of the college community including the Board of Trustees, administration, staff, and faculty in achieving its mission and in managing its resources efficiently and effectively to reach its goals and objectives. Laredo Community College District shall include a code of ethics for board members, administration, staff, and faculty in its Policy Manual.

Laredo Community College District seeks to treat each person of the college community as a unique individual and provide a positive, encouraging, and success-oriented environment. Laredo Community College District policies and practices that protect the rights and development of each individual in the college community shall be enforced. Protection from unlawful discrimination, including conduct that constitutes sexual harassment and freedom to develop as a student and/or college employee shall be promoted.

Laredo Community College District accepts its responsibilities to its students, to its employees, and to the members of the community. Laredo Community College District is committed to meet these responsibilities with balance, fairness, accountability, and ethical integrity.

Policy

INSTITUTIONAL ACTIVITIES

I. To provide each student with the knowledge and skills necessary to be self-learner.

II. To provide each student with the necessary skills to be an effective problem-solver.

III. To provide a full range of career programs based on defined staff and economic development needs to the service area.

IV. To provide a comprehensive curriculum made up of a broad range of certificate and degree programs based on the needs of the residents of the service area of the Laredo Community College District.

A. To provide students completing certificate programs with the skills and knowledge necessary to be employed successfully in the areas of preparation.

B. To provide Associate of Applied Science degree recipients with the knowledge and skills to be employed successfully in their areas of preparation or to transfer successfully to a university.

C. To provide the first two years of a college transfer program and to maintain a close articulation with four-year institutions to ensure that students will be able to transfer without loss of credit and with a maximum opportunity for success.

D. To provide developmental education, adult continuing education, distance learning, and community services for the residents of the College service area by serving as an educational and cultural center.

E. To enrich the lives of students and community residents by offering cultural programs, short courses, workshops, and other educational events of interest to them.

V. To provide for the integration and implementation of the state-of-the-art technology in instruction and support services with appropriate training in order to meet the demands of the 21st century.

VI. To provide leadership in both the institution and the community in creating the environment where educational, economic, social, and cultural issues are debated and addressed.

VII. To maintain an ongoing process of evaluation of programs and all individuals within the College, focusing on clearly state quantifiable objectives linked to the mission and goals of the College

VIII. To provide comprehensive research, planning, and information services that support continuous evaluation and revision of College programs and services.

IX. To provide the service area with continuous information on institutional services and activities.

X. To set quantifiable institutional objectives and report progress to the service area.

XI. To make the facilities and resources of Laredo Community College available to the citizens of the College district for appropriate educational use.

XII. To provide comprehensive student support services to facilitate student growth and to enhance student success in the academic, social, and economic community.

XIII. To maintain an open-door admissions policy to make the College accessible to as many residents as possible within the service area.

XIV. To state clearly and review periodically the mission and goals of the College.

XV. To provide effective and efficient administrative management while maintaining full fiscal accountability and keeping expenditures within available revenues.

Title: DEFINITION OF TERMS

Policy

The terms defined below are used throughout the POLICY MANUAL:

 

ADMINISTRATIVE/PROFESSIONAL/TECHNICAL PERSONNEL: employees who have management and/or supervisory responsibilities related to specific College programs or services. These employees are paid from the Administrative/Professional/ Technical salary schedule approved annually by the Board of Trustees.

 

BOARD OF TRUSTEES: the body of elected officials who establish policies which determine how Laredo Community College is to be operated.

 

CAMPUS: all land and buildings owned by the College, excluding the employee housing area and the facilities leased to outside agencies.

 

CHIEF ADMINISTRATIVE OFFICER: the President of the College. 

 

CLASSIFIED PERSONNEL: employees who have administrative and/or clerical support responsibilities related to specific College programs or services.  These employees are paid from the Classified Staff salary schedule approved annually by the Board of Trustees.

 

COUNSELOR: an employee who has the minimum of a Master's Degree from an approved graduate school in counseling, vocational counseling, psychology, social work, or sociology.  These employees are paid from the Faculty salary schedule approved annually by the Board of Trustees.

 

DIVISION CHAIRPERSON: an employee whose responsibilities include supervising an instructional department and/or division.  These employees are paid from the Faculty salary schedule approved annually by the Board of Trustees.

 

EXECUTIVE OFFICERS: the President, Vice President for Instruction and Student Development, Business Manager and Chief Financial Officer, and the Chief Development Officer.  These employees, except the President, are paid from the Administrative/Professional/Technical salary schedule approved annually by the Board of Trustees.

 

EXEMPT EMPLOYEES: personnel who are exempt from the provisions of the wage and hour law and are usually paid from the faculty or administrative/professional/technical salary schedules.

 

FACULTY MEMBER: employees whose primary responsibility is teaching, counseling, or providing library services.  These employees are paid from the Faculty salary schedule approved annually by the Board of Trustees.

 

ADJUNCT FACULTY:  an employee whose primary responsibility is teaching, counseling, or providing library services part-time on a semester to semester basis.  These employees are paid at an hourly rate approved annually by the Board of Trustees.

 

FULL-TIME EMPLOYEE: an employee who is designated as working 40 or more hours per week. 

 

INSTRUCTOR: an employee whose primary responsibility is teaching.  These employees are paid from the Faculty salary schedule approved annually by the Board of Trustees.

 

LIBRARIAN: an employee who holds a professional position requiring a Master's Degree from an ALA-accredited library school.  These employees are paid from the Faculty salary schedule approved annually by the Board of Trustees.

 

NON-EXEMPT EMPLOYEES: employees who are not exempt from the provisions of the wage and hour law and are usually paid from the classified salary schedule.

 

PART-TIME EMPLOYEE: an employee who is designated as working less than 40 hours per week.

 

PERSONNEL: all College employees, including those paid from federally funded sources received directly by the College.

 

POLICY: a general statement or collection of statements from which the administrative functions and operating procedures of the College are developed.

 

PRESIDENT: the Chief Administrative Officer of the College who reports directly to the Board of Trustees and whose responsibilities include implementing policies adopted by the Board of Trustees and developing and implementing administrative policies and procedures for the operation of the College.  The President is paid in accordance with terms and conditions in an employment contract based on 2,080 hours per year.

 

PROCEDURES: the step-by-step methods designed to implement policies and to indicate how personnel should provide and request College services.

 

RETIRED PERSONNEL: employees who retire with at least ten years of College employment, have reached the age of 55, or who are eligible for retirement under one of the regulations of the Teacher Retirement Program.

 

REGULAR EMPLOYEE: an employee hired by Laredo Community College for one-half or more of the standard work load at the rate comparable to other employees at similar positions for a definite period of four and one-half months or a full semester of four calendar months during an academic year.

 

SUPERVISOR, IMMEDIATE: an administrator, division chairperson, or supervisor to whom an employee reports. An immediate supervisor is responsible for forwarding official information regarding College policies and procedures through the appropriate reporting system.

 

WORK WEEK, ADMINISTRATIVE: the administrative work week begins at 12:01 a.m. each Sunday and ends at l2:00 midnight of the following Saturday night.
