Project Purpose: This project is intended to provide instruction to adults who are housed in a correctional setting and who are "most in need" of adult education in order to actively participate in the educational system or in the workforce. Services are provided through a variety of classes offered in correctional settings. Courses include English-as-a-Second Language (ESL), Adult Basic Education (ABE) and GED preparation. Instruction is delivered primarily through the traditional classroom setting, in addition to computer-assisted instruction and the use of instructional television via programming on Channel 55.

Project Purpose: This project is intended to provide professional development to instructors and support staff that provide instruction to students enrolled under the Adult Education Program. Professional Development is based on an ongoing needs assessment of staff and students. It addresses such areas as instructional methodology, student assessment and retention, and is instrumental in assuring student and program success. All instructors are required to have a minimum of 12 hours of professional development per year. For those lacking teacher certification, the requirement is a minimum of 24 hours per year until they obtain an Adult Basic Education credential or complete two years of adult basic education experience. Professional development is primarily provided through collaboration with and the assistance of such service providers as the ESL Professional Development Project at Texas A&M Kingsville and the Adult Basic Education Professional Development Center - Region 20 Educational Service Center.

Project Purpose: The CSTEP members (Southwest Texas State University, Alamo Community College District, Laredo Community College, Southwest Texas Junior College, The Victoria College) previously received a $6,325.00 one-year planning grant to develop a full proposal to the W.K. Kellogg’s Foundation. The purpose of the Enlace grant is to help recruit and retain Hispanic students from middle school through doctoral studies; the CSTEP project focuses on students from middle school through baccalaureate studies. This project provides English literacy and civics education to adults who are immigrants and with limited English proficiency. This grant must be renewed on an annual basis.

Project Purpose: HACU was awarded 5.5 million dollars to initiate this pilot project. The Work to Succeed program provides post-employment occupational skills training, basic education skills training, life and work skills training, GED/ESL skills training on an as needed basis to seventy-five Temporary Assistance for Needy Families (TANF) recipients with Welfare-to-Work (WtW) competitive funds. Laredo Community College is one of eleven colleges participating. A total of eleven colleges are participating: 5 from Texas, 5 from California and 1 from Arizona.

Project Purpose: The community network is composed of seven agencies coordinated by Laredo Community College. The agencies are the county of Webb, the city of Laredo, Mercy Health Center, the South Texas Workforce Development Board, Laredo Independent School District and United Independent School District. The project will establish a collaborative communications network for the first time in the city and county. Residents will have local and worldwide access to education, information, and communication resources, which will promote participating on civic life, and enhance community life socially, culturally and economically.

STWP Summer Institute for the Teaching of Writing is an intensive, five-week, six-graduate- hour writing seminar for teachers.

To accommodate the greatest number of TANF recipients, these classes will be scheduled in the morning, afternoon and evening at Webb, Zapata, and Jim Hogg counties. The program curricular and instructional processes reflect learner-centered and participatory approaches designed to meet learner needs. Aside from the traditional classroom approach, technology has been infused in the delivery of services through the Instructional Television Channel, which offers GED on TV, both in English and in Spanish. For students who wish to fast tract their preparation, another means of instruction is available via GED preparation software. Students must be enrolled at least half time, and cannot have completed more than 30 hours of coursework. Students receiving this funding cannot have been recipients of the TEXAS Grant Initial funds.

Students must complete at least 75% of their coursework, have a 2.5 G.P.A., and be enrolled in 9 hours of coursework. Students receiving this funding are not eligible for TEXAS Grant Initial funds.

Project Purpose: Upward Bound is a program specifically designed for first-generation college-bound and/or low-income students. The year round program is designed to enhance students’ academic and social skills to succeed in post-secondary education. The program’s objectives are to improve student’s high school grade point average, raise their self-esteem, increase standardized test scores, provide assistance in applying for college admission, financial aid, and scholarships. It provides college exposure through field trips to several colleges and universities. The program goals are met by student participation in three components. The summer component is a six-week program at the LCC campus, including recreational activities, intensive academic instruction and an educational/cultural field trip. The Fall/Spring component includes Saturday meetings, after school tutoring, cultural field trips, an academic competition, social events, activities in career awareness, personal and group counseling. The Bridge component is designed for graduating seniors who will be enrolled in summer classes at LCC; Upward Bound offers full scholarships for the first summer session to selected students.
